School Board – ISD #831

DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT
Forest Lake Area Schools, ISD #831 is proposing a two question referendum on November 7, 2017. The first ballot question would revoke the existing operating referendum revenue authorization of $461.67 per pupil and replace it with a $1,211.67 per pupil authorization for a ten year period. The second ballot question would authorize $9 million in bonding authority to finance athletic field / facility upgrades and improvements for performing arts. broadstreet.zone(48036);
The projects would be scheduled for completion in calendar year 2019. Cost estimates by location / project type are as follows:
Though enrollment is expected to decline over the next several years and the school districts unreserved, general fund balance has declined over the last few years, the proposed projects are not expected to materially impact the districts financial position.
If the bond referendum is successful and bonds are sold, the debt service on the

Scandia council sets 2018 preliminary levy

The Scandia City Council unanimously approved the preliminary levy for the 2018 budget at $2.35 million. The actual budget for 2016 was $2.24 million, and the projected completion budget for 2017 is $2.26 million. The increase means a difference of about 5 cents per $1,000 of taxable market valuation. The average home in Scandia is now valued at $292,000, so the net tax increase would be $32.
The budget increase is mostly due to three things: the debt on the plow truck, the increase for the road construction by $29,000, and adding $33,000 for the Fire Department.broadstreet.zone(48036);
“I’m comfortable where we sit, but we have a long ways to go,” Councilman Steve Kronmiller said.
The council will hold a public budget hearing to be held at the start of the Dec. 6 work station. The final 2018 levy cannot go above the preliminary level.

Council to hold special meeting on residency issue

The Forest Lake City Council is now scheduled to hold a special meeting at 7 p.m. Oct. 2 regarding the possibility of declaring a vacancy on the council. The news comes after additional allegations earlier this week that Forest Lake Councilman Michael Freer now lives in Maple Grove, not Forest Lake. Those who believe Freer is in violation of residency rules point to the fact that the address on his Forest Lake driver’s license is that of an empty, currently uninhabitable home, and to local media reports that appear to show Freer’s family living in a Maple Grove home. Freer’s landlord, former Mayor Stev Stegner, has said that Freer’s current residence is only temporary and that the councilman will be moving into the Forest Lake house following a remodel. Read more about the current round of allegations in this story.
The council does not usually hold a regular meeting on the

Forest Lake prepares for 97 bond request

Graphic courtesy of the city of Forest LakeThis diagram shows a plan for a proposed roundabout intersection to replace the signaled intersection at Goodview Avenue and State Highway 97 in Forest Lake. The current intersection’s odd angle has concerned many residents and local government leaders, who believe it lends itself to accidents like the one in the summer of 2016, when a Forest Lake Area High School student was hit and killed there.
Preparing for the 2018 Minnesota legislative session, the Forest Lake City Council expressed interest in the city putting together a bonding request for state funds to complete a variety of safety improvements on State Highway 97 in the city – namely, intersection improvements at the highway’s intersections with Goodview Avenue, Harrow Avenue and North Shore Drive, along with some access closures.
Currently, the improvements the city is considering requesting are estimated to cost about $16.8 million, though the request
